The goal was to create a perforated pattern. I went for a very metallic/industrial look. I created the pattern using the Layers Panel. Once the circle pattern was made I defined the pattern and created it with the pattern overlay. Once this was done and I changed the pattern into a smart object. I changed it to a smart object because I wasnted to be able to adjust or change the pattern if I needed or wanted to. Once it was converted I opened a roughened metal texture. and overlayed them. After this another pattern was added. Once that was manipulated I added the metal looking plaque and changed the layer style until I was happy with a metal look. The writing was added and also adjusted in the Layers Style panel.
